Nam Theun 1 Power Company Limited (NT1PC) welcomed a delegation from the Department of Energy Business (DEB) of the Ministry of Energy and Mines (MEM) on February 24, 2025, to monitor the progress of its livelihood restoration efforts.
Led by Mr. Bounnhang Phengsouvanh, Government Relations Advisor, NT1PC hosted the delegation, which was headed by Mr. Sonthawi Phetchaleun, Deputy Director of the Social and Community Division of the DEB, and included representatives from the Bolikhamxay Provincial Department of Energy and Mines and the Vienthong District Energy and Mines Office.
Mr. Bounpheng Duangmala, NT1PC’s Social Section Manager, began the visit by providing a comprehensive progress report on the past year’s livelihood restoration activities, outlining both successes and challenges encountered. Following this, the delegation conducted field inspections of key infrastructure projects. These included the solar-powered light pole installation, funded by the Nam Theun 1 Community Development Fund (CDF), and assessments of water supply systems in Houayhoy, Chomthong, and Muang Muan Villages.
During the inspections, key challenges related to the management of the water tap systems were identified. Villagers voiced concerns regarding the perceived high cost of water usage and expressed a preference for a flat-rate payment system over usage-based billing. They also requested greater autonomy in managing the water systems.
NT1PC and the visiting delegations acknowledged the inherent complexities of water system management. They noted that irregular bill payments by villagers contributed to the perception of high costs. Furthermore, they emphasized that effective management requires technical expertise, consistent maintenance, and financial resources, which are proving difficult for villagers to handle independently. Concerns were raised that without proper management, the systems could fail, leading to further issues. To find the best solutions for this challenge, NT1PC and its local partners are actively engaged in discussions to present viable options to the villagers. For each option, the advantages and potential challenges are being carefully considered. This is to empower villagers to make informed decisions for the sustainable use of water and their overall well-being.
The visits underscored the ongoing commitment of NT1PC and the Lao government to ensure the successful livelihood restoration of communities affected by the Nam Theun 1 project. Both parties pledged to continue working collaboratively to address the challenges and ensure sustainable development in the region.
